Breaking down starters by ERA+

How do you break down starters by rotation slots?

I figure a 100+ ERA is what you’d get out of somewhere between your average #3 starter and #4 starter. It doesn’t fall squarely on your #3 starter because A) bullpen innings and specialization lower a league’s ERA+ and B) rotation shuffling of non-viable candidates means players with poor stats don’t play an even number of innings.
